He got his Ph.D. from University of California, Berkeley and a Full Professorship Position at Instituto Superior Tecnico, (IST) Lisbon, Portugal, after 20 years of research at Civil Engineering Laboratory (LNEC) in Lisbon. He retired at the age of 70, three years ago. His main field of interest is earthquake engineering with emphasis on engineering seismology, seismic hazard and risk mitigations. He is author of several publications and has participated in various international conferences and seminars where he presented papers and made key-note lectures. He has written a number of papers in international journals and is co-editor of two books, and several Special Issues. He is Associated Editor of the Bulletin of Earthquake Engineering and Member of the Editorial Board of a few International Journals. He has been an active consultant with many institutions in Portugal, in the field of seismology, structural engineering and civil protection, and has participated in several European community Programmes and Projects. He is Member of the Portuguese Academy of Sciences and of Academy of Engineering. He has been selected as the next recipient of Nicholas Ambraseys ́s Prize, to be awarded during the European Seismological Commission to take place in September 2020.
He Chaired the Organizing Committee of the 15th World Conference on Earthquake Engineering which took place in Lisbon, September 2012.
